Background
In the years to come, the teachers’ positions in promoting the quality of human being would be increasingly essential. This has toughened the belief that education quality grows to be the main prerequisite to help improve the human resources quality. In ASEAN countries, emerging roles of teachers as a profession is notable in the national development of each country. Viewed from several global and humanity issues the roles of teachers cannot be disconnected in the attempts to resolve some essential problems, among others are changes of life styles, damage of the environment, and eroding of the human values. To obtain high quality teachers, strategic endeavors have to be taken by each of the teacher education institutions as they are responsible in generating future teachers. There is a fundamental need to build up a strong paradigm of teacher education through scientific and professional approaches.
The anxiety with the development of teacher education is not surprising since, during the last two decades, teacher education and training of educational personnel have become the most frequently discussed topics by educators at all levels and educational researchers in this region. Over this time, governments in the ASEAN have been seriously concerned with attempting their educational endeavors including the issue of teachers’ professional quality. These revitalized educational goals, along with changes in the theoretical perspective and praxis of education have brought about several significant changes in the roles and functions of teachers. The need of changing the characteristics of education and demanding roles of the teacher have required teacher education in particular to be creative and innovative.
It has required innovations and initiatives to ensure that teachers are adequately trained and educated to cope with their changing and increasingly demanding roles in society; and it has also required policy makers to think of teacher education in terms of career-long learning and training. It has been recognized for some time now that teacher education systems must be structured and organized in a way that enables them to respond dynamically to the emergence of new educational problems and challenges, if they are to help education fulfill its role in national development. This even seeks to convey the essential flavor of what is occurring in the region with regard to innovations and initiatives in teacher education in order to facilitate the exchange of information among Member of the AsTEN Countries, with regard to what is both common and uncommon ground among them when it comes to innovations and initiatives in teacher education.
In the above context, the ASEAN Teacher Education Network (AsTEN) has started to strengthen its core mission and active roles in building the scientific and professional grounds of teacher education in each of the member countries. At this initial stage of implementing the mission, AsTEN will be proud of managing the Third Meeting of Presidents and the Board of Trustees of the organization in Bandung, Indonesia. The main objective of the Board of Trustees meeting is to explore and stipulate among the most important organizational policies and programs that will enable the organization to move forward. The Indonesia University of Education (UPI) is gladly entrusted to host the meeting and the International Conference on Teacher education in collaboration and with the essential supports from other prominent researchers from other ASEAN countries’ teacher education institutions.
The international conference has chosen the main theme such as: “Toward Developing Standards of ASEAN Teacher Education”. This is aimed to formulate some basic thoughts on teacher education based on the widespread analyses on the results of studies and experiences relevant to the concerned issue. The conference is to create the share experiences on the systems and policies of teacher education and their implementation in ASEAN countries. The sessions through the conference are expected to explore the conceptual framework on various models, designs and approaches of teacher education programs from the view point of multicultural network and collaboration among countries. Through the sessions some research findings on teachers and teacher education are to be discussed within the framework of developing the qualification framework and standards of teacher education in ASEAN.
The series of discussions through the Conference are to reveal a number of important scientific and professional issues on teacher education that need further attention. Some of the important issues are teacher education systems and policies in the region. This outlines experiences in managing teacher education throughout the countries in the region through exploring some related topics of discussion. The sub-topics of discussion in each of the sessions among others are: The ASEAN Qualification Framework in Education, The ASEAN Teacher Education Quality Assurance and Accreditation, and Counseling and Psychology education. These three topics have been considered as the most pressing issues in the development of teacher education in ASEAN region.
Objectives of the Third Meeting of Presidents
- To report on the status and progress of projects duly approved by the Board of Trustees during the 2nd Meeting of Presidents;
- To discuss specific details on the implementation, monitoring and evaluation of projects as well as the terms of collaborations of project members;
- To discuss plans on AsTEN ASEAN accreditation and possible opening of AsTEN to local TEIs in the countries member institutions for expanded membership.

Time and Venue of the Meeting
The Third Meeting of Presidents, Association of Southeast Asian Teacher Education Network (AsTEN) is held on 28 July 2015 at Isola Resort Hotel, UPI Campus. This meeting is only attended by representatives of the AsTEN member institutions.

The International Conference on Teacher Education is held on 29 July 2015 at Achmad Sanusi Building (BPU), Universitas Pendidikan Indonesia (UPI), Jl. Dr. Setiabudhi No. 229 Bandung, West-Java, the Republic of Indonesia. The plenary sessions are held at the Achmad Sanusi Building and the Workshop presentations are held at three different rooms at the School of Postgraduate Studies, Universitas Pendidikan Indonesia. Organizing Committee
The conference is organized by Universitas Pendidikan Indonesia, Bandung, West Java, the Republic of Indonesia in collaboration with Association of Southeast Asian Teacher Education Network (AsTEN) in which the office of the secretariat is at the Philippine Normal University, Taft Avenue, Manila, the Philippines.
