Directorate of Immigration Supervision and Enforcement (Dit Wasdakim) conducts Online Socialization of Applications for Prevention and Deterrence (Cekal) and Alignment of SOPs for Investigation of Immigration Crimes on Monday (28/03/2022) – Tuesday (29/03/2022 ). Located in Pekanbaru, Riau, the event was held to finalize the adoption of Cekal Online technology in all Immigration Technical Implementation Units (UPT).
The Director of Immigration Supervision and Enforcement, Pria Wibawa in his speech said, “The online system of preventing and deterring applications is a new breakthrough made by the Directorate General of Immigration in terms of blocking which is made online.
“This application uses the Internet network which can only be accessed by the Immigration network. As a User other than Immigration officers, there are several Law Enforcement Officials who are authorized through a Virtual Private Network (VPN) such as the Directorate General of Customs and Excise, Directorate General of State Assets, Directorate General of Taxes, KPK, BNN, BIN, BNPT, Attorney General’s Office, Bareskrim POLRI and Densus 88 Anti-Terror,” concluded Wibawa.
The operation of the Cekal Online Application, he continued, demands the obligation of the Head of the Immigration Office and the Head of the Immigration Division at the Regional Office to also monitor all incoming prevention and deterrence proposals. This is to anticipate that no bans that are almost expiring are missed, especially if there are agencies that revoke the ban before it expires.
On the same occasion, the Head of the Riau Kemenkumham Regional Office, Muhammad Jahari Sitepu revealed that handling transnational crimes requires technological capabilities, knowledge, and clarity of rules in their implementation.
“The Directorate General of Immigration has developed the Cekal application with an online system. Immigration officers are required to be able to operate quickly, precisely, and effectively in optimizing the Cekal application. Through this forum, it is hoped that the participants will be able to understand and understand the application, which will have an impact that the Cekal Online application can be optimal, effective, and efficient in its application, “said Jahari.
The application of the Cekal Online Application is based on the Regulation of the Minister of Law and Human Rights Number 38 of 2021 concerning Procedures for Prevention and Deterrence. In Article 5 Paragraphs (1) and (2) it is stated that Prevention is valid for a maximum of 6 (six) months and can be extended 1 (one) time with a maximum validity period of 6 (six) months.
The Cekal Online application will be integrated with other immigration service platforms to facilitate identification of subjects subject to prevention/deterrence. Elasticsearch technology, namely identity search/matching will be entered into the Visa Online application logic to view the relevant traffic data. In addition, there is Matching By Biometric technology to minimize data falsification.
With the Cekal Online Application, officers in work units no longer need to send letters to the Wasdakim Directorate to apply for prevention/deterrence. The appointed officers have their respective profiles prepared so they can input data into the Cekal Online Application, as well as the verifier officers.
