Executive Summary
Universitas Pendidikan Indonesia (UPI) demonstrates strong commitment to democratic governance, transparency, and institutional accountability through comprehensive policies and practices. In 2020-2025, UPI elected its Rector democratically through the Board of Trustees with elected representation from faculty and staff.
The university recognizes an independent Student Union (BEM UPI) that provides governance input, student support, and social activities. UPI has established written policies to engage local stakeholders (2022), ensures meaningful stakeholder participation in decision-making, publishes commitments on organized crime and corruption, supports academic freedom through policies created in 2024, publishes financial data annually, provides expert advice to national government, conducts policy-focused research with government departments, and provides neutral platforms for political stakeholder dialogue.
University Governance Measures
🗳️ Elected Representation in Governing Body
UPI ensures democratic governance through elected representation in its highest body, the Board of Trustees. The Rector for period 2020-2025 was elected by the Board of Trustees including representatives of faculty and staff, demonstrating commitment to participatory governance.
🎓 Independent Students’ Union
UPI recognizes an independent students’ union (Badan Eksekutif Mahasiswa – BEM UPI). The Student Union provides governance input to university, provides support for students, and provides social activities. Student Union activities can be found at www.instagram.com/bem.upi/
🤝 Local Stakeholder Engagement Policy
UPI has written policies and procedures to identify local stakeholders external to the university and engage with them. The university has a policy to empower the local community with sustainable development, established in 2022 with plans for review in 2025.

UPI ensures that local stakeholders including local residents, local government, and civil society representatives have a meaningful mechanism for participating in university decision-making through established consultation processes.
⚖️ Anti-Corruption & Bribery Commitments
UPI has written policies and commitments regarding corruption, bribery, and institutional integrity. The university has officially declared the official has no affiliation with corruptors, collusion, and nepotism in carrying out its duties.

UPI has a policy supporting academic freedom, particularly in the context of research and community service. The policy, created in 2024 with review in 2025, covers research freedom and teaching freedom for both senior and junior academics.

UPI publishes university financial data including Work Plan and Budget (section 3) and Financial Report (section 8) ensuring transparency and accountability to stakeholders and the public.
Working with Government
🎯 Expert Advice to Government
UPI provides specific expert advice to national government through policy guidance, participation in committees, and provision of evidence. Commission X of the House of Representatives (DPR RI) held a Public Hearing with the Head of UPI’s Institute for Innovation and Center of Excellence.
📖 Policy-Maker Capacity Building
UPI provides outreach, general education, upskilling and capacity-building to policy- and law-makers on relevant topics. In a forum, UPI provided scientific and educational input to policymakers and industry representatives regarding Indonesia’s standards in education and professional development.
🔬 Policy-Focused Research Collaboration
UPI undertakes policy-focused research in collaboration with government departments. UPI is formally entering a partnership for a commissioned study for a government body (Bapperida Kab Bandung), demonstrating research-policy integration.
🤝 Neutral Platform for Dialogue
UPI, through its unit Badan Pengelola dan Pengembangan Usaha UPI (BPPU), organised a “Dialog Nasional Pendidikan” (National Education Dialogue) on December 3, 2024, providing a neutral platform and “safe” space for different political stakeholders to discuss challenges.

Note: UPI’s law program was just recently established, so there are no graduates from law and enforcement related courses yet. As an education-focused university, UPI primarily produces graduates in education and teaching fields.
