Executive Summary
Universitas Pendidikan Indonesia (UPI) demonstrates strong commitment to gender equality across all aspects of university operations. In 2025, 68% of students starting a degree (8,048 out of 11,788) were women, and 69% of total graduates (6,749 out of 9,775) were female.
Through comprehensive policies including non-discrimination policy (since 2020), maternity support (since 2018), childcare facilities (free & paid), women’s mentoring schemes, and active encouragement of women in underrepresented subjects, UPI ensures equal opportunities. The university maintains 43% female senior academics (493 out of 1,157) and provides scholarships, mentoring, and other provisions specifically for women.
Student Access & Participation
📊 Women’s Application Tracking System
The university uses a tracking system in its internal information system to systematically monitor women’s application rate, acceptance, and entry rate as part of the new students’ division.
📋 Women’s Participation Policy
Women’s participation on campus is protected by the anti-sexual violence policy, which was legally endorsed in 2020. The policy was reviewed in August 2025 for anti-sexualism in women’s campus participation.
💫 Women’s Access Schemes
UPI has collaborated with international partners to increase women’s access through mentoring, scholarships, and networking. For example, the BESTARI scholarship specifically for Indonesian girls and collaboration with Sookmyung Women’s University for training in web design and digital leadership.
🔬 Encourage Women in Underrepresented Subjects
The university encourages students, alumni, and faculty to participate in STEM programs where women are underrepresented through collaboration with other universities, community groups, government, and NGOs in regional and national campaigns.

⚖️ Non-Discrimination Policy
The Sexual Violence Prevention and Handling Task Force (SPPKS) removes discrimination against women who are being vulnerable or experiencing sexual violence, working under University Decree number 001/2022.
🤱 Maternity Support Policy
The university includes maternity leave based on Rector’s Regulation No 12313/UN40/HK/2018 supporting women’s participation through the Healthy Campus Program.
👶 Childcare Facilities for Students
The university offers daycare and kindergarten on a monthly payment plan. Additionally, the university mandated its units to provide play areas for children allowing recent mothers to attend university courses.
👨👩👧 Childcare Facilities for Staff
UPI has several daycares inside university including at satellite campuses which is subsidized for UPI staff and paid for public, enabling work-life balance for female faculty and staff.
🌟 Women’s Mentoring Schemes
The university provides mentoring scheme in collaboration with Sookmyung Women’s University to provide training in web design and digital leadership for women. The activities are separated in some study programs.
