UPI Chancellor: Equality in Quality

equality in quality or equality in quality. I no longer want to hear that the Indonesian University of Education (UPI) Campus in the area is campus number 2, this should not happen again. This is evidenced by the most winners of the Matching Fund Program at the UPI Campus in Tasikmalaya, meanwhile, the most PGSD enthusiasts are at the UPI Campus in Cibiru. Everything must be of quality, let’s side by side for the progress of UPI.

The statement was confirmed by the Chancellor of UPI, Prof. Dr. M. Solehuddin, M.Pd., MA., in his presentation and direction regarding University Governance Innovation to Realize UPI as a Reference University in Southeast Asia, which was delivered at the 2022 Institutional Service Meeting held in the Auditorium of the JICA Building Faculty of Mathematics and Science Education Alam (FPMIPA), UPI Campus, Jalan Dr. Setiabudhi Number 229 Bandung, Tuesday (27/9/2022).

In his presentation, it was emphasized that the Evaluation and Preparation Team for Revision of the UPI Strategic Plan (Renstra) 2021-2025 The Directorate of Planning and Organization of UPI had made improvement efforts by holding a Review of the Alignment of the UPI Strategic Plan with the Directorate General of Higher Education’s Strategic Plan.

“This alignment was carried out after observing the dynamics occurring in the internal and external environment. In particular, the MBKM policy from the Ministry of Education, Culture, Research, and Technology of the Republic of Indonesia, so that if we now refer to the Strategic Plan, the MBKM and WCU policies are automatically integrated and followed,” he said.

To this day, he said again, the University’s Key Performance Indicators (IKU) have not been encouraging. The target is not grandiose, does not have to be 100%, strives for an achievement level of at least 75% because this is not an easy matter and UPI must be in the top 10 among 16 state universities.

“Well, the problem is that our friends (other universities) are jumping further. At the beginning of the 2021 semester, the achievement rate was 50% and entered the top 10 out of 12 PTN-bh. Meanwhile, in the second semester of 2021, UPI’s achievement rate increased by 5% to 55%, but its position dropped to the top 12 out of 12 PTN-bh, this was due to the increase in other PTs being much larger. “Currently, the number of private PTNs has increased to 16, but despite the increase, these new PTNs have an above average quality,” he explained.

Therefore, he said again, if we want to stay in the top 10 positions with a minimum level of achievement of 75%, then we must increase the KPI by making improvements or increasing activities, then with the new Strategic Plan we focus on and make a priority scale because it has been implemented. guide with policies, programs and indicators that have been made explicit. Next, complete the reports.

He further explained, “Regarding national accreditation, UPI has met the target. Higher Education Accreditation has received an Excellent rating in 2022. A total of 63 study programs have received international accreditation from AQAS, ASIIN, AUNQA, ASIC, and TEDQUAL. Next, 108 study programs have received A accreditation and are excellent. Meanwhile for WCU, UPI is ranked 19th in Webometrics, at Times Higher Education (THE) is ranked 1001-1200 or 3rd in Indonesia, QS WUR by Subject 201-250 is ranked 1st in Indonesia, and SCImago Institutions Rankings (SIR). ) 7th in Indonesia. However, for QS WUR the target must be increased again, this is quite heavy.”

Meanwhile, he continued, by utilizing the existing budget, we are pursuing the target through priority activities for WCU, namely increasing the number of foreign students from anywhere, not necessarily Europe, Southeast Asia is not a problem. Then increase the number of foreign lecturers, increase the number of inbound and outbound students, increase the number of lecturers who participate in lecturer exchanges, increase the number of internationally recognized lecturers, increase the ranking of QS WUR and THE WUR, then increase publications both in quantity and quality, and increase indexed journals SINTA, DOAJ , and SCOPUS.

He said, “Based on a meeting with the Ministry of Health of the Republic of Indonesia, UPI has become a reference in organizing lectures by implementing offline, online and blended lecture systems. It is targeted that UPI has Lecturers with doctoral qualifications that can reach 66% and 12-15% for Professors.”

UPI’s 2020-2025 work program in the field of HR development is to improve the qualifications of human resources, then develop competence through the Instructional Engineering Training Program (PEKERTI) and the Applied Approach (AA) program, and make regulations on human resource management, as well as improve welfare in a just manner. .

“In terms of financial management, UPI is targeted to get the Unqualified Predicate (WTP) for the period 2021-2025. This achievement must be fulfilled because so far we have obtained the WTP predicate in a row since 8 years ago. But that doesn’t mean there aren’t problems. The problem still occurs. The achievement of SPI is not finding problematic units, in fact if these units are not problematic, that is the achievement. SPI must be proactive in conducting coaching from the start,” he said.

Based on this, he continued, in carrying out annual routine activities, we must learn from experience. Avoid making mistakes, especially repeating the same mistakes. Prepare financial reports according to the applicable format. Also prepare the necessary supporting documents in full. Use human resources for auditors who have been distributed to each unit. Then if there is any doubt or question, consult the SPI. In the near future we will try to immediately release the Smart Management System. (dodiangga)
