UPI Receives the First Best Award with the Best Budget Performance Predicate in 2022 from the Minister of Education, Research and Technology of the Republic of Indonesia

The Indonesian University of Education has won the first prize for the best budget performance in the category of state universities with legal entities from the Minister of Education, Culture, Research, and Technology (Mendikbudristek) of the Republic of Indonesia. The award was presented at the Mendikbudritek RI award ceremony in recognition of the achievement of the Implementation of Government Institution Performance Accountability System (SAKIP), Best Budget Performance, and Public Information Transparency in 2022. According to Secretary-General of Kemdikbudristek Ir. Suharti, M.A. Ph.D, the award aims to appreciate the working units and organizations within Kemdikbudristek for their efforts in ensuring effective budget implementation, organizational performance, and public information transparency and service to society. The award is based on government regulations, including the Regulation of the Minister of Finance Number 88 of 2021 on the Evaluation of Government Institution Performance Accountability, Regulation of the Minister of Administrative and Bureaucratic Reform Number 26 of 2020 on the Guidelines for Evaluating Bureaucratic Reform Implementation, Regulation of the Minister of Education, Culture, Research, and Technology Number 40 of 2022 on Government Institution Performance Accountability System at Kemdikbudristek, Government Regulation Number 90 of 2010 on the Preparation of Budgeting and Financial Planning, and Minister of Finance Regulation Number 22/PMK.02/2021 on Budget Performance Measurement and Evaluation of State Ministry/Lembaga Implementation of Work Plan and Budget.

According to Prof. Dr. Erwan Agus Purwanto, M.Si, the Deputy for Bureaucratic Reform, Apparatus Accountability, and Supervision of Kemenpan RB, the Accountability System is designed to assist in ensuring the effectiveness and efficiency of budget use. The meaning of accountability is that every program and activity of the state organizers must be accountable for their results. Improving performance accountability will lead to a change in mindset or paradigm towards performance and commitment by all organizational units, especially leaders, to implement performance management, improve human resource competence, and develop performance based on information technology.

SAKIP focuses on quality, integration, and implementation results, with the goal of performance-oriented planning and evaluation scenarios, reporting based on results and in line with reporting unit responsibilities, aligning and integrating financial management and performance management (performance-based budgeting), and encouraging leaders to monitor and control.

At the award ceremony for the Best Government Institution Performance Accountability System (SAKIP), Best Budget Performance, and Public Information Transparency in 2022, the Minister of Education, Culture, Research, and Technology, Nadiem Anwar Makarim, B.A., MBA, explained that the award is a recognition of the strong commitment of working units and organizations within Kemdikbudristek to encourage the implementation of the independent campus learning policy (MBKM) with good governance principles, quality performance-based budgeting and data, results-oriented, and fulfilling the principles of public information transparency, in line with the transformation of the Republic of Indonesia’s bureaucracy.

According to the minister, the principle of working orientation in running the government must have a beneficial impact on society. For example, performance-oriented transformation that benefits programs such as teacher training, which has a positive impact on teacher performance, leading to positive changes in the classroom and surrounding environment as well as operational school aid funds (BOS), which are received quickly and flexibly used for schools.

Furthermore, the minister explained that over the past three years, working units and organizations within Kemdikbudristek have made significant progress in implementing performance accountability and budgeting based on performance principles. He hopes that this success will inspire other government agencies and institutions to follow the same path towards improving public service and ensuring transparency and accountability. The university will also continue to prioritize the implementation of good governance principles, such as quality-based budgeting and data, and result-oriented performance.

The achievement of the award is not only a recognition of UPI’s commitment to excellence in public service, but also a testament to the hard work and dedication of all its faculty members, staff, and students. Moving forward, UPI will continue to strive towards providing the best education for its students and contributing to the betterment of society.

The university hopes that its success will serve as an inspiration for other higher education institutions in Indonesia to follow the same path towards excellence in public service and good governance, ultimately leading to a more transparent and accountable government.
